Abstract

"Underlying all criticism of the Soviet Government, indeed, fundamental to American and British understanding of its achievements, is the question whether or not it is democratic. Here, once more, we are up against the nonconformity of the U.S.S.R. to our own categories of thought. It does not help toward any accurate appreciation of this novel kind of government merely to say that it is quite different from that of the United States or that of the British Commonwealth of Nations." - Introductory paragraph.
