Abstract

If you think I am going to keep to the title of this address I am afraid you will be disappointed. I have no idea how it came to be what it is. What I am going to talk about is "How to pay for the war." Not that my suggestions will be of any use to the Chancellor of the Exchequer in his immediate problem. His task is to find the means of carrying on the war from day to day. What we can more usefully consider is how the nation can eventually pay for the war. - Opening paragraph.
