Abstract

"Among Trade Union regulations there is one which stands out as practically universal, namely the insistence on payment according to some definite standard, uniform in its application. Even so rudimentary a form of combination as the 'shop club' requires that all its members shall receive, as a minimum, the rate agreed upon with the foreman for the particular job. The organised local or national Union carries the principle further, and insists on a standard rate of payment for all its members in the town or district. The standard rate, it should be observed, is only a minimum, never a maximum." Introductory paragraph.
