Abstract

"Mrs. Webb's declared aim in this new introduction [to 'Soviet Communism: a new civilisation' 2nd ed., 1941] is to make clear (1) that there is no comparison between the status and activities of Stalin on the one hand and Hitler and Mussolini on the other, and that Stalin is not a dictator in any accurate meaning of the term. (2) That the Soviet Union, far from having any similarity of structure to Germany or Italy, is a political democracy similar in essence if not in forms, to the political democracies of the USA and Great Britain." - p.12.
