Abstract

"London is not wholly made up of artisans and labourers and other weekly wage-earners, though most of the candidates for the School Board seemed to think so. The tens of thousands of shopkeepers and clerks of every kind have also to be considered. They are often quite as needy as the skilled artisan. What schools are provided out of public money for their children?" - intoductory paragraphs "by Sidney Webb, LL.B., Vice-Chairman of the Technical Education Board of the London County Council."
