"I have shown in my first article that the middle-class parent in London has open to him a choice among some sixty secondary schools, maintained out of public funds of one sort or another, and managed by public authorities for public benefit. By the aid of their public funds, these schools supply an expensive education far below cost. But they all charge fees, and low as the fees generally are, many a struggling householder finds them a heavy burden. To help such parents of clever children is the aim of the Scholarship Ladder." - intoductory paragraphs by "Sidney Webb, LL.B., Vice-Chairman of the Technical Education Board of the London County Council."
